From Grassroots to Global Impact:
The Human Trafficking Coalition’s Unstoppable Fight
What started in 2005 as a small working group has grown into a driving force in Palm Beach County’s fight against human trafficking. Founded with a Department of Justice grant to train frontline responders, the Human Trafficking Coalition has since transformed into a powerhouse of over 450 dedicated individuals—united in the mission to raise awareness, protect victims, and hold traffickers accountable.
Over the years, our Coalition has educated thousands through relentless advocacy, spearheaded public awareness campaigns, championed critical legislation, and developed life-changing resources for victim assistance. Our Coalition has become a vital network of service providers, law enforcement, educators, and community members working together to dismantle trafficking networks and create lasting change.
This journey is more than progress; it proves what happens when a community stands together against exploitation. The fight is far from over, but with unwavering determination, we continue to push forward—because every life saved is a victory, and every trafficker stopped is justice served.
MEET OUR DIRECTOR OF PROGRAMS
LAURA CUSACK, MSW
Laura Cusack is the Director of Programs for the Human Trafficking Coalition of the Palm Beaches and a Senior Crime Victim Advocate at the Coalition for Independent Living Options, Inc. She also consults for the Palm Beach County Human Trafficking Task Force and trains for the Florida Attorney General’s Crime Victims’ Services Designation program.
With deep experience in victim advocacy, Laura has trained frontline providers on human trafficking and online exploitation, facilitated groups for high-risk youth, led community outreach, mentored volunteers, and taught diversion courses for men arrested for buying sex.
She launched and led Place of Hope’s Human Trafficking Prevention Education Program (2018–2020) and co-founded the HOPE Campaign (2017). She partnered with hotels to locate missing children and promote awareness of the National Human Trafficking Hotline. She has also participated in street outreach with law enforcement.
In 2021, the Palm Beach County Victims' Rights Coalition named her Victim Advocate of the Year.
Laura previously served five years as Board Chair of the Coalition, overseeing its nonprofit certification, rebranding, and strategic growth through board development and strengthened community partnerships.
HTCPB received 501 (c) (3) non-profit status from the Internal Revenue Service in 2019 and is tax-exempt.

In 2025, the Human Trafficking Coalition of the Palm Beaches proudly marks 20 years of unwavering commitment to prevention, protection, and partnership in the fight against human trafficking. Since our founding in 2005, HTCPB has worked hand in hand with local leaders, educators, service providers, law enforcement, survivors, and advocates to raise awareness, empower vulnerable populations, and disrupt trafficking in our communities.
What began as a grassroots coalition has become a trusted force for change—educating tens of thousands of students, families, and professionals across Palm Beach County. From our early community forums to today’s county-wide prevention programs in schools, hospitals, recovery centers, and hospitality, HTCPB has evolved into a collaborative, action-driven organization that continues to adapt to the changing needs of those most at risk.
Highlights from 20 Years of Impact:
Reached thousands of students annually through our “Now I Know” prevention education program
Delivered training to educators, school staff, medical professionals, and first responders
Built strategic partnerships with nonprofits, law enforcement, and government agencies
Launched county-wide parent trainings and community outreach events
Developed a volunteer network committed to education and awareness
Formalized our nonprofit status and expanded leadership capacity through the support of community funders
As we celebrate this milestone, we remain grounded in our mission and energized by what lies ahead. Our 20th anniversary is not only a moment of reflection—but a renewed call to action.
